or states, where the symbols have the same relevant relationship to
each other as do the things that are represented.

Basic Measurement Tenets
- Average applies only to a specific set of numerical operations.
- Typical is a much tougher concept involving many other factors.
- Don’t confuse a measurement program with an improvement program.
